FINAL UPDATE:

In a 23-page document faxed to ABC News, the writer who identifies as Bryce Williams a.k.a. Vester Lee Flanagan said Jehovah spoke to him and told him to act. In the document the writer listed several reasons for shooting three white people, killing two of them.

“Why did I do it? I put down a deposit for a gun on 6/19/15. The Church shooting in Charleston happened on 6/17/15… What sent me over the top was the church shooting. And my hollow point bullets have the victims’ initials on them.”

The writer then expressed admiration for the Virginia Tech mass murderer and the Columbine High School mass murderers.

“Also, I was influenced by Seung–Hui Cho [Virginia Tech murderer]. That’s my boy right there. He got NEARLY double the amount that Eric Harris and Dylann Klebold [Columbine murderers ]got…just sayin.'”

The writer also complained of suffering racism and bullying for being a homosexual black man.

“Yes, it will sound like I am angry…I am. And I have every right to be. But when I leave this Earth, the only emotion I want to feel is peace….”

No chance there’s any peace where he’s goin’ .. jus’ sayin’.

“[I]t is better for thee to enter into life maimed, than having two hands to go into hell, into the fire that never shall be quenched: 44Where their worm dieth not, and the fire is not quenched.” Mark 9:43,44 (KJV)
